He graduated from Technological University, Delft in 1970 on the main subject of electronic image processing for medical and remote sensing purposes. Since then he joined a Dutch governmental Remote Sensing research group where besides on image processing, he worked on general data processing and the organization of fieldwork expeditions, in which he also participated.
In 1980 he obtained a position with the Netherlands Council for Sea Research, to establish and develop a Netherlands Centre for Oceanographic Data, as a national focal point of the IOC/IODE network for national and international exchange of marine data and information, including remote sensing data.
From 1990-1995 he worked as a part time consultant for IOC, seconded by the Netherlands government. In this period he also carried out several projects for the EC. In 1995 he founded his own company working as an independent consultant on marine data and information management and in Remote Sensing of the marine environment.
