Management Information System (MIS) vis a vis Human Resource Management In Oceanography

With the advent of computerisation, 'paperless office' is the current buzzword. A variety of Management Information Systems have been developed and implemented by many leading firms in the world's most industrialised countries. With recent initiatives from many developing countries, MIS is rapidly Infiltrating and inculcating in the day to day business of various organisations in these countries.

Efficient management of scientific and technical human resources is the key for productive and socio-beneficial R&D output. In the past decade or so, many R&D Institutions around the world have been experimenting with the implementation of MIS in their work environments. Oceanography, a multi-disciplinary area of science, is most sought after for human resource management through MIS Many readily available commercial MIS packages do not fulfill the requirements of an oceanographic work environment because of the non-typical dynamics of oceanic research.

The Information Technology Group at the National Institute of Oceanography has been working towards developing an In-house management Information system. In the past two years, various modules such as PIP, PMP, Travel Authorisations, Inventory Management, Purchase procedures, Health Care Centre and Business Management have been developed. These modules have been developed on a variety of platforms and packages - Novell NetWare, Windows NT, FoxPro, SQJ, Windows and Lotus Notes.

The authors, while elaborating on the configurations and techniques used for developing the modules, have discussed Issues related to real time implementation of such a Management Information System, which requires fundamental changes in ways of functioning and work environments.
