The Black Sea constitutes a unique marine environment, where environmental degradation is the most severe among the various basins of the worlds oceans. The Black Sea Information System (BlackSIS) was created to stimulate the exchange of data, information and expertise among managers, policy makers, scientists and other users, involved in Black Sea related activities.
Originally BlackSIS was developed by the Delft Hydraulics and MARIS (Netherlands) and the Marine Hydrophysical Institute (Ukraine) in close cooperation with the Black Sea Environmental Programme Coordination Unit (BSEP-PCU, Istanbul). The project was finalized in April 1996 with the release of a fully integrated software package of meta-databases, incorporating extensive data contributions from all Black Sea countries:
The first version of BlackSIS was an MS-DOS application. It is being distributed on diskettes and through the Internet: http://www.wldelft.nl/black-sis/black-sis.html
Second version of BlackSIS was completely redeveloped by the MHI and BSEP-PCU in 1997 for using in WWW (http://bsein.mhi.iuf.net/metadata.htm). Some information was also corrected and added. Now BlackSIS contains seven applications providing access for WWW users to six above databases and to the database of abbreviations. Each application provides extended possibility to retrieve information from databases. It generates HTML forms and documents with databases' information and sends them to users.
This system can be easily adopted for creating meta-information systems for other sea regions.
